Setting up your Evaluation Process

Capture the criteria and process for evaluating vendor submissions.

Evaluation Type

Selecting the number of envelopes and the strategy for opening your envelopes will determine how evaluation scores are captured.

If selecting a two envelope evaluation, you will be able to nominate each envelope to open sequentially or in parallel.

Creating two envelopes will allow you to allocate your evaluation panel and submission documents to different buckets.

If you have a separate panel evaluating each envelope (e.g. price and non-price scoring), you can open each envelope in parallel and save time

Evaluation Criteria & Weightings

Choosing a weighting criteria for evaluation is a key determinant of the outcome of an evaluation.

Cotiss makes it simple to ensure this criteria is appropriately constructed in the app. Any number of criteria can be created and each will be associated with a value. Using the relative values, Cotiss will then assign the appropriate weighting.

Adding Sub-Criteria

Sub-criteria offers a more granular evaluation of submissions. Each criterion can have many sub-criteria which are presented to the evaluation panel and scored via the rating scale during evaluation.

For each criterion, the total weight of the sub-questions will be 100% of that criterion weighting. For example, one criterion may be Past Experience and is worth 20%.

If I have a sub-question which is "Has the vendor shown over the past 5 years that they have delivered on similar projects?" and is worth 50% of that criteria then it will be worth 10% of the overall non-price evaluation (50% x 20%).


Scoring Requirements

Next to each criterion (and sub-criteria), you are able to outline scoring requirements. This is where you can add custom rating scale definitions or any additional scoring information.

Rating Scales

Your rating scale tells the evaluation panel how to score criteria. A wider rating scale can create more differentiation when evaluating submissions.

Tip: If you are evaluating a price envelope and have a formula for determining the score, you can set the rating scale to a percentage (%).


Setting Up Your Panel

Panel Team

Allocate the evaluator panel to score each envelope/criterion. Your panel can be added and assigned to either the Moderator or Evaluate role, or both.

Note: To add an evaluator, they must first be assigned the evaluator role in your account settings.

Assigning Scoring Access

Evaluators can be assigned to score specific criteria allocated to an envelope. This helps with efficiency of an Evaluation allowing the team to only focus on areas of expertise.

Adding Submissions

Submissions can be added once your evaluation set-up has been completed.

  • Import from sourcing events: Link evaluation to a sourcing event and select the submissions that you would like to upload.

  • Import through contract: Create a submission entry linked to an existing vendor and manually upload submission files.

  • Import manually: Create custom submission entry and manually upload submission files into envelope buckets.
